Abstract
Small and medium enterprises are a significant factor in ensuring the independence of the country's economic system. The article examines the dynamics of the development of this sector of the economy in Russia. The purpose of the study is to assess the development trends and success of small and medium enterprises in Russia based on retrospective information. The results of the analysis of the dynamics of the development of the situation in small and medium enterprises, including by region, are presented. The relevance of the study is substantiated, a review of publications on this topic is carried out, and the features of the tools used in the calculations are given. The trade turnover of small and medium enterprises over the past nine years has been investigated, and the contribution of this sector to the country's GDP has been estimated. Using the toolkit of frequency distributions, the structure of small and medium enterprises in the context of the constituent entities of the Russian Federation has been analyzed. The main statistical parameters of these distributions are calculated and their dynamics is analyzed. It is concluded that for the successful formation of the SME sphere, further development of market economic mechanisms is desirable. It was revealed that in the near-crisis periods the differences between the SME the subjects of the Russian Federation decrease, in economically favorable years they increase. It is noted that the regions of Russia differ significantly from each other and it is advisable to take these differences into account when implementing the corresponding national projects.References:

Abstract
At the present stage of development of society, there is a need for digitalization in all spheres of human activity. The field of physical culture and sports is no exception, as digital transformation contributes to the solution of many problems associated with management at different levels. The digital platform will improve the quality and objectivity of official statistics for decision-making in physical culture and sports. In scientific publications, the limitations and advantages associated with the digitalization of the physical culture of sports were not considered thoroughly enough. The implementation of the digital platform also requires a higher level of personnel qualifications, financial investments, a solid regulatory and legal framework in the field of digital transformation of regions, which requires further development of these issues and the search for solutions to existing problems. The purpose of the study was to identify the problems and advantages of digitalization in the monitoring system, as one of the components of the mass sports management at the regional level. In particular, problems in the collection of statistical data were identified to be solved via implementation of the digital platform for physical culture and sports.Abstract

Abstract
The article examines the processes and systems of employee motivation in the achievement of their KPI’s as an element of the implementation of university development programs. The following business processes in employee motivation systems of seven higher educational institutions were analyzed: determination of key performance indicators of employees, collection of data on the fact of the implementation of measures affecting the implementation of key performance indicators of employees, data verification (confirmation of the fact of the implementation of measures) by responsible persons, resolution of conflict situations related to the need to revise the results of data verification, calculation of allowances. Five diagrams in UML 2.0 notation describing these processes were compiled for them. The conclusion was made about the similarity of the mentioned motivation systems. Based on the above, it is possible to automate emerging processes by developing a special information system. The results of the study formed the basis for the development of a system of motivation and planning for the implementation of KPIs by university employees, which was implemented at the National Research University of MEI, which showed efficiency due to automation of management.References:

Abstract
The authors analyzed the features of Bluetooth Low Energy technology to identify ways to implement this technology in existing mobile applications. The goal of the research was to study the ways of implementing the technology within a mobile application. The relevance of the research topic is due to the widespread increase in the number of devices that use BLE technology, and the possibility of collaborative work with such devices through mobile applications. To identify the peculiarities of the implementation of this technology, the authors studied the native frameworks of Apple, as well as the requirements imposed by the company to the applications that use this technology. Bluetooth Low Energy technology was considered, a comparison with Bluetooth Classic technology was made, features, as well as disadvantages of the technology were considered. In addition, practical examples of working with the Core Bluetooth framework were identified and tested.References:

Abstract
The list of activities which are necessary for development of information technology aiming to detect carotid body tumors, located in the neck area, has been substantiated; the roles of participants have been defined; the possible risks have been assessed; and a brief description of technical details of the result application has been provided. Detection of carotid body tumors, located in the neck area, is a quite laborious task due to the rarity of this disease and, respectively, the lack of information held by medical specialists. The introduction of the technology which would be capable to detect the persistence of carotid body tumor in the early stages would provide substantial assistance for doctors in terms of rapid response and creation of effective treatment methods.References:
Abstract
The article substantiates the perspective areas of normative and organizational support for food security in the Chechen Republic in comparison with those in Germany. The negative consequences of violation of environmental and land legislation in case of improper use of agricultural land are shown. The necessity of forming the «Republican Commission for Control over the State of the Environment and Food Security in the Chechen Republic» (RKKOSPB) is substantiated. Some of its functional tasks are given. In particular, the responsibility of the Commission is to develop the «Strategic Administrative and Legal Concept of Ecological and Food Security of the Chechen Republic for the period up to 2030». The problem of development of own seed production and local production of plant protection products (PPP) – the main determinants of agricultural development – was recognized as an important strategic task. RKKOSPB should pay serious attention to planning the territorial specialization of agricultural production, i.e. such an organization of production, in which in crop production the emphasis is on the selection of such an optimal ratio of cultivated crops that would be most adapted to specific local conditions.References:

Abstract
The article considers the issue of assessing and improving the efficiency of using available resources at agricultural enterprises by improving the technology of vertical farming based on the introduction of microclimate management systems and data collection on processes. Due to the usage of microclimate management systems, the use of vertical farming is spreading in world practice. As it allows companies to get more products from a smaller growing area, improve the quality (safety) of products and grow crops all year round, regardless of environmental conditions.References:

Abstract
The preservation of the environment is one of the highest priorities of the world community. An important role played by «green» technical solutions that combine functionality and reduce the negative impact on the environment. Today, such technical solutions are becoming the subject of active patenting by the world's leading companies and individual authors. This work is devoted to the analysis of «green» patent activity of the countries of the Organization for Economic Cooperation and Development (OECD) in the context of its impact on sustainable development. The authors of the study analyze the form and content of «green» intellectual property (Green IP), as well as their relationship with the directions described in the Concept of Sustainable Development. The study presents the indicators of changes in the number of «green» patents calculated by the authors over the course of nineteen years, determines the share of «green» patents in OECD member states, and correlates the obtained values with the Progress Index for Sustainable Development Goals. The key areas of patent activity of applicants in this industry identified and proposals made to increase the innovative activity of economic entities.References:

Abstract
Currently there is an intensive change in climatic parameters everywhere, which, as a rule, manifest themselves negatively. In the future, these manifestations will worsen, that will lead to irreversible climate changes. Many countries and their associations have realized already the urgency of combating climate change, in particular, caused by greenhouse gas emissions. To prevent the realization of a negative scenario of climate change, various technologies for reducing greenhouse gas emissions are being developed and implemented. Economically developed countries, mainly the countries of the European Union, and some countries of the Asian-Pacific region pay great attention to this issue. Various technologies have already been developed and implemented to reduce greenhouse gas emissions, such as: carbon dioxide (CO2), methane (CH4), nitrogen oxide (N2O), fluorinated gases. Each gas has its own technology. The most common way to minimize greenhouse gas emissions is to reduce carbon dioxide (CO2) emissions, due to the development of a «green» and low-carbon economy. The article discusses the main sources of greenhouse gas emissions and existing technologies for their reduction, implemented and implemented projects within the framework of the climate change agenda.References:
