Abstract
The purpose of this article is to study the advantages and limitations of the digital transformation of seaports, taking into account the difficulties of interaction with all stakeholders, to identify the sources of the main barriers hindering the maximum effect of digital transformation. The integration of advanced technologies is analyzed in the context of digitalization of cargo handling processes, increasing operational efficiency and ensuring smooth interaction between participants.References:

The article considers the concept of organizational projectivity as a central element of assessing the maturity of an innovative company in the field of project management. Organizational projectivity is defined as the ability of an innovative company to anticipate changes, adapt to them, and effectively implement projects under conditions of uncertainty. The key aspects of projectivity are analyzed in detail: strategic vision, flexibility and adaptability, project management culture, use of technology and data, and knowledge management. The article analyzes the modern innovation policy of Russian universities. The review of foreign approaches to planning and implementation of innovation policy of higher education institutions, as well as the Russian experience allowed to identify the key features of innovation policy. The role of state policy in the formation and realization of innovation policy of universities is revealed. The analysis of the main directions of innovation policy of Russian universities participating in the state program «Priority 2030» showed that one of the key ways to improve innovation policy at a university is to develop innovation ecosystems based on interaction between the university and external stakeholders. It is suggested to categorize the main aspects of university innovation policy, which encompasses enhancing seven critical areas: education, research and development, entrepreneurship, building relationships with employers and other stakeholders, infrastructure development, digitalization and digital transformation, as well as organizational and managerial processes. Drawing on an analysis of literature and sources, as well as a study of the experience of Russian universities in implementing innovation policy, we propose to systematize the main forms and types of innovation policy. A framework is proposed that outlines the role and position of university innovation policy within the innovation ecosystem. This framework can be used by universities when creating development strategies that incorporate an ecosystem approach.References:

In today's realities, the aviation industry is facing the challenges of growing passenger traffic (by 5.8% annually until 2040), as well as increased passenger expectations in terms of quality and speed of service. The article is devoted to the research of the innovative concept of airport development – "Airport 4.0". This is a new approach to airport management aimed at improving their efficiency, safety and convenience for passengers through the use of modern digital technologies. The purpose of the study is to assess the potential and readiness of Russian airports to implement the Airport 4.0 concept. The article examines examples of successful application of the Airport 4.0 concept at world airports, as well as an assessment of the degree of digital maturity of Russia's largest airports, such as Sheremetyevo and Pulkovo. The implementation of the Airport 4.0 concept is an urgent and promising direction for the development of the aviation industry. The study showed that this concept will not only increase the competitiveness of domestic airports, but also allow the industry to successfully adapt to modern challenges. This article addresses topical issues in digital product lifecycle management, considering the growing uncertainty caused by rapid changes in the external environment and the unique characteristics of digital products, as well as the transformation of businesses into knowledge-based entities. The research is relevant because there is a need to develop a new approach to life cycle management based on the concept of a knowledge ecosystem. The aim is to create a comprehensive model combining the traditional life cycle stages with knowledge management principles. This paper analyses the key components of the knowledge ecosystem and their impact on digital product lifecycle management processes. The research methodology includes a systematic review of the scientific literature, a comparative analysis, and conceptual modelling. The authors propose an analytical framework describing the stages of integrating the ecosystem approach to knowledge management into the lifecycle of a digital product. This framework includes the key knowledge types, digital tools, and management issues for each stage, revealing the lifecycle as a dynamic process embedded in the knowledge ecosystem. The paper also discusses the practical aspects of implementing the proposed approach, such as choosing tools and technologies, organizing teamwork and evaluating the effectiveness of digital product lifecycle management. The practical value of the presented model lies in its potential for strategic product planning and tactical decision-making at each stage of the product lifecycle. The results of the study could be useful for project management and digital product development specialists, as well as theorists of the ecosystem approach to business.References:

In the context of digital transformation in healthcare in Vietnam, digital transformation in healthcare is identified as one of the main priorities and a key factor in the industry. The Ministry of Health has also issued many policies to encourage digital transformation, notably the «Digital Health Transformation Project by 2030» to achieve goals towards universal healthcare coverage, sustainable development, and improving the quality of services and patient experiences. Digital technology platforms have changed how communication occurs between patients and hospitals, improving convenience and healthcare service quality. Despite these advantages, many challenges remain, such as data synchronization capabilities and uneven access to technology. This study aims to assess the current situation and explore influencing factors, thereby proposing solutions to enhance the effectiveness of digital platforms. The research results indicate that while digital technology brings many benefits, several challenges persist, such as data inconsistency and limitations in access for rural patients. The development of innovative activity of universities is largely determined by the level of motivation of their employees to participate in innovative activities, which, in turn, is influenced by both internal attitudes and values of employees and external conditions created by the organizational environment of the university. The article considers the influence of motivational factors on the level of innovative activity of research and teaching staff of universities. The purpose of the study is to identify the key incentives and barriers that determine the involvement of employees in innovative processes, as well as to formulate proposals for improving the motivation system in universities. The materials used are the data of a sociological questionnaire survey conducted among research and teaching staff. The methodological basis is a systemic and comprehensive approach. The relationships between the level of staff motivation and the innovative potential of universities are analyzed. It has been established that the main motivational incentives are professional development, access to resources and support from management, while the most significant barriers include lack of funding and weak institutional support for initiatives. A conclusion is made about the need for a comprehensive approach to managing the motivation of scientific and pedagogical workers as a factor in increasing the innovative efficiency of universities. Directions for further research related to the empirical verification of the effectiveness of the proposed motivational mechanisms in various types of universities are formed.References:

Over the past decade, the issue of innovation development has become significant for the higher education market. Universities are striving to implement various forms of organizational innovations in order to establish a sustainable position on both national and international markets. Researchers emphasize the importance of analyzing global experience with tools for developing innovation potential and the need to study their impact on the ability to respond to changes in the external environment. An important element of sustainable innovation development is the use of industry-standard tools for enhancing innovation capacity to ensure effective implementation of educational programs and strengthen the positions of universities in the market. The aim of this research is to identify thematic groups of publications dedicated to international rankings as an instrument for developing the innovation potential of universities. As materials, scientific articles from 1999 to 2020 were used from the Web of Science database. The method of investigation involves conducting scientometric analysis, presenting topics of scientific research related to studying international rankings as one of the key instruments of innovation potential in universities. Based on the results, thematic clusters have been identified and key articles within each cluster have been examined. It was concluded that international rankings play an important role as one of the tools for developing innovation potential for universities, although their significant limitations are highlighted. Directions for further research have been formulated, focusing on the necessity of comprehensive evaluation of innovation potential and empirical testing of the efficiency of other tools for developing innovation potential in universities.References:

The article presents the results of a study of two approaches using traditional teaching methods – lectures and practical classes, and innovative ones using virtual reality (VR). The purpose of the study was to evaluate the effectiveness of training specialists in the professional field using virtual reality (VR) technology and to determine the prospects for using technology and other innovative methods based on information technology, significantly improving the results of corporate training. The experiment, as a research method, was conducted in a group of employees of a construction company during the training period in a corporate program aimed at developing skills and abilities in using an application for designing support systems at construction sites and developing communication skills in a professional virtual environment. The result of the study was evidence-based statistics obtained at the end of the program during a survey of trainees, which confirmed the research hypothesis that innovative technologies and, in particular, VR training increases trainee motivation by 36%, engagement by 63% and the efficiency of learning by 21% compared to traditional methods. The results confirm that the use of VR technology not only optimizes educational processes, but also becomes a strategic tool for managing the professional development of personnel.References:

This study is devoted to developing approaches to analyzing the resilience of regional development under the influence of external shocks. The objective of the study is to measure the response of Northwestern Federal District regions to multiple and overlapping (combined) shocks using economic and statistical methods. The article analyzes the origins and content of the term «resilience» as an economic category. The author's definitions of resilience and combined shock are presented. The former is understood as the response of an economic system to shocks and the ability of this system to maintain some form of stability. The latter is defined as an economic crisis complicated by accumulated structural, managerial, and social problems. An original periodization of shock impacts on the Russian economy is presented. Based on the authors' periodization, an analysis of the resilience level of the Northwestern Federal District regions was conducted by calculating indices of recession resistance and post-recession economic recovery, corresponding to two phases of the shock impact based on employment indicators: the shock itself, or «resistance» phase, characterized by a decline in socioeconomic indicators, and the «recovery» phase, characterized by a return to pre-shock indicators. The authors' calculations demonstrate the effectiveness and feasibility of this methodology and the potential for its use, in particular, for measuring and assessing the impact of combined economic shocks. The presented technique is a fairly effective tool and can be effectively applied to interregional comparisons, or to assess the dynamics of a particular region's development.References:

This paper proposes an approach to modeling innovation processes in high-tech enterprises using economic and mathematical models. The relevance of the study stems from the need for a precise evaluation of innovation investment effectiveness under rapid technological changes and external uncertainty. The suggested model accounts for time lags between investments and results, as well as memory effects that describe declining performance in the absence of continuous innovation. The model describes profitability dynamics as a function of investment volumes in both innovation and operational activities, as well as the internal state of the enterprise. The concept of competitiveness is formalized, and quantitative indicators are introduced to reflect the organization’s sensitivity to innovation-related impacts. The article examines the application of Large Language Models (LLMs) in legal case analysis. Their capabilities and limitations in processing legal documents are analyzed, along with the impact of non-monotonic and deontic logic on inference accuracy. GPT-4o, GigaChat, and YandexGPT were tested to assess their precision in handling legal information. Key issues were identified, including hallucinations, incorrect legal references, and difficulties in interpreting logical paradoxes. To enhance performance, several adaptation measures were proposed, including the use of a system prompt, a RAG repository of legal documents, and optimization of text generation parameters. The results demonstrate that the improved model provides more accurate legal insights and significantly speeds up the process of legal analysis.References:

The study is devoted to improving the quality of management of organizational systems in residential complexes based on the analysis of retrospective data generated by complaints from residents. An information system is proposed, consisting of a mobile application, a web platform and an analytical module, which organizes orderly communication between clients, the management of an apartment building and the analytical part. The mobile application allows residents to generate applications, which are then processed on the web platform. The web platform acts as an intermediary that ensures the receipt, analysis and coordination of requests. The analytics module stores application data and analyzes it using a time-series forecasting model for residents about breakdowns. The presented model is based on the SARIMA method. In the process of data preprocessing, the types of breakdowns were manually classified, duplicates were removed, and data on fault complaints was selected. To select hyperparameters, a grid search algorithm that provides the lowest AIC value was used. The model was tested on a test sample and new data previously unknown to it. The limitations of the study are discussed and directions for future research are suggested, such as improving data quality and using hybrid models.References:

Abstract
The article is devoted to the problem of dilapidated and wreck housing share increasing in settlements of the Russian Federation. This is a consequence of the low efficiency of management decisions in the organizational system of territorial integrated development managing. The aim of the work is to substantiate the relevance of the housing stock renovation planning problem in the organizational system with a proposal for solving this problem using mathematical modeling methods. In the article, the authors propose an approach to managing programs for the integrated development of territories in Russian Federation regions by modeling optimal investment conditions while observing the volume of the housing stock renovation requirements through a set of multi-criteria optimization and optimal planning methods. Changes to the system for assessing the integrated territorial development program effectiveness have also been proposed in order to overcome the problem of dilapidated and hazardous housing share increasing. The existing process of renovation territories identifying is assessed, and changes to this process are proposed in order to identify optimal territories. The proposed method, in contradistinction to existing ones, allows for a comprehensive assessment of the housing renovation investment attractiveness, which ensures the balance of key participants interests in the process: authorities, investors and property owners. The proposed approach allows making more informed decisions on the dilapidated and emergency housing stock renovation in populated areas and increasing the efficiency of the organizational system for managing the integrated development of territories. Further research is required on influence of the socio-economic conditions of populated areas on the weighting coefficients of the target functions of territories attractiveness indicators in the proposed method.References:

The article discusses key tasks and methods for optimizing and managing inventory in a logistics system to minimize the total cost of storing goods in a warehouse, as well as optimizing the cost of placing orders based on order volume relative to demand. The aim of the work is to develop a mathematical model for a nonlinear programming problem to minimize costs, taking into account the nonlinear functions of demand and storage costs, as well as inventory and order quantity constraints. The authors formulated a nonlinear inventory optimization problem as a nonlinear programming problem, for which a genetic algorithm was applied. Python programs have been developed for practical use. The developed toolkit makes it possible to find solutions for complex nonlinear inventory optimization problems, which enables the company to reduce overall operating costs, increase turnover, improve customer service, minimize excess inventory, optimize resources, and improve the company's financial performance.References:

Abstract
The growing competition among developers of IT projects requires constantly increasing the speed of development. This, in turn, negatively affects the quality and cost of the finished product. At the same time, the decrease in speed and quality and the increase in cost are not related to the low qualifications of an individual developer, but to the poor organization of the development process. The subject of the research is the most popular methodologies and approaches and the methods and tools used in them. The purpose of the study is to systematize knowledge about modern methods and tools, determine their compatibility, evaluate the positive and negative sides in order to understand the feasibility of their combination aimed at reducing limitations. The study conducted a literature review to identify the methods and tools used in the most popular methodologies and approaches. Special attention is paid to their applicability and limitations. A survey was prepared and conducted among industry representatives in order to identify the methods and tools used in practice. Based on the analysis of data obtained during the review of literature sources and the survey, recommendations were made on the selection and use of methods and tools to ensure applicability in more cases and reduce restrictions.References:

This study develops a modeling approach for the workload of a regional citizen relationship management system, exemplified by a Regional Management Center (RMC). The model enables identification of critical operating conditions for the system, which is essential for devising measures to prevent failures, particularly under rising request volumes. To construct the model, we examined feedback mechanisms and characterized the system-level properties of the request-processing pipeline. To represent these properties and the management process, we employed discrete-event simulation. This approach is well suited to capturing the dynamics of queueing systems, accommodates multi-stage processes with stochastic events, and allows evaluation of performance criteria across diverse scenarios. The experimental component draws on both prescribed (normative) and observed routing rates, as well as several datasets that have passed through the RMC. The model instantiates processes for each stage of request handling. Based on regulatory requirements and empirical data, we specified stage-wise service-time delays and simulated request flows under four scenarios with varying loads and conditions. The results indicate that, given the current organizational structure and routing methods, the system is at risk of violating established performance targets.References:

Abstract
This paper presents a system of metrics for the automated evaluation of university-level academic courses, based on the analysis of topic formulations and their structural organization. The objective of the study is to develop a formalized quantitative methodology for assessing course quality, accounting for both internal content characteristics and alignment with a reference syllabus (when available). The proposed approach includes reference-independent metrics that assess logical coherence, structural balance, and content redundancy, as well as reference-based metrics that evaluate topic coverage and thematic relevance. Analytical tools include graph-based representations, semantic embeddings, and sequence-based metrics. The methodology was tested on a corpus of mathematics-related university courses. The results demonstrate the system’s effectiveness in identifying logical inconsistencies, missing core topics, and irrelevant content. The proposed approach can be used to support the design and revision of academic courses and to provide automated feedback in digital learning environments. As a next step, the integration of the system with generative language models and the extension of the metric set to include content-level characteristics—such as topic depth and complexity levels—is being considered.References:
