Editorial Ethics

Committee on Publication Ethics
The policy of the editorial board of the journal is based on international practice regarding the provision of copyright, on ethical principles supported by the Committee on Publication Ethics (COPE).

Editorial Activities
The activities of the editorial office are aimed at informing a wide range of scientific community about new scientific developments, technical solutions. The editors are guided by such important principles as the reliability, scientific significance and relevance of published works.

Acceptance of Articles
The procedure for accepting, evaluating and publishing scientific articles is open.

Ban on Publication
The Editorial Board is guided by the following legislative acts of the Russian Federation:
  1. The Law of the Russian Federation dated December 27, 1991 N 2124-1 (as amended on 11/23/2024) "On mass media", articles 4, 8, 11, 15, 19.1, 20, 25.1, 26, 27, 37.
  2. Federal Law No. 114-FZ of July 25, 2002 "On Countering Extremist Activities", Article 8.
  3. Federal Law "On the Protection of Citizens' Health from Exposure to Ambient Tobacco Smoke, the Effects of Tobacco Consumption or Consumption of Nicotine-containing Products" dated 02/23/2013 No. 15-FZ, Article 16.
The Editorial Board does not allow the publication of materials, the content of which is prohibited by the legislation of the Russian Federation.

Ethical Standards
The editorial board is responsible for the quality of published scientific articles, and also supports initiatives aimed at reducing the number of incorrect actions by researchers of ethical violations.

Research Results
Obtaining negative results by the authors in the course of research is not an obstacle to their publication in the journal. The editorial office encourages scientific discussions and exchange of experience on the pages of the journal.

Ethical Principles for Editors

The editorial board of the journal is guided by the following ethical principles of COPE:
– editorial impartiality;
– respect for confidentiality (research participants, authors, reviewers);
– adherence to scientific ethics when reviewing articles, encouraging honest scientific discussion between authors and reviewers;
– contractual relations between the publisher, editors and authors;
– assistance in the protection of intellectual property and copyrights;
– rejection of the manuscript of the article if it reveals previously published materials of other authors without reference to the original sources (plagiarism);
– non-disclosure of personal data of authors and reviewers and other information obtained in the course of professional interaction;
– making editorial changes to the article by agreement with the authors

Ethical Principles for Reviewing

The editors strive to exclude «conflicts of interest» between authors and reviewers.

The editorial board supports the following basic principles when reviewing articles:
– appointment of reviewers based on the completeness of their knowledge for the correct evaluation of manuscripts;
– timeliness of reviewing;
– observance of the confidentiality of expert judgment;
– objectivity and constructiveness in drawing up a review;
– informing the editorial board about a conflict of interest;
– the content of the review should not be influenced the origin of the manuscript as well as nationality, gender, religious or political beliefs of the authors;
– reviewers should not use the information obtained during the review for their own purposes or the interests of others.

Ethical Principles for Authors

The authors of the materials submitted to the editors are responsible for the accuracy of the information contained in them, for the compliance of materials with the norms of legislation, morality, and ethics.

The editors expect the authors to comply with the following principles:
– compliance of publication materials with ethical and legal standards;
– originality and scientific novelty of research;
– reliability of the results obtained: researchers should make an effort to describe the methodology for performing work clearly and unambiguously so that their results can be confirmed by other researchers;
– objective discussion of the value of research;
– acknowledgment of the contribution of others, the obligatory presence of bibliographic references to the work used;
– presentation of all participants who made a significant contribution to the research as co-authors;
– informing about the discovery of significant errors or inaccuracies in the publication and interaction with the editorial office in order to correct the identified errors or withdraw the publication as soon as possible;
– the absence of borrowings in the article without references to primary sources (plagiarism).

Access to Data

The editorial board of the journal is committed to maintaining transparency and reproducibility of scientific research. This policy applies to data that is not included directly in the text of the manuscript, but may be required by reviewers and other researchers to verify the reliability and transparency of the conclusions presented in the article.
Reviewers and editors have the right to request additional data from the authors for a more thorough verification of the conclusions presented in the article. These requests should be reasonable and relate only to those data that directly affect the verification of the validity of the study.
If the data is provided at the review stage, the editorial board of the journal undertakes to maintain confidentiality. Additional data will be available exclusively to reviewers and the editorial board, and will not be published without the authors' permission.
The authors should be ready to provide any additional data confirming the results of the study, if they are requested by the editorial board or reviewers during the review process. Such data may include:

• initial data (for example, statistical data with links to their sources, the results of observations and experiments, expert surveys, in-depth interviews, etc.);
• materials and protocols of experiments that contribute to the reproduction of the results;
• intermediate results of data processing, scripts, algorithms, codes, etc., any intermediate stages of analysis that allow you to verify the reliability of the final results.

The data provided by the authors upon request should be available in formats that are convenient for reuse (for example, CSV, Excel, or text formats for data, as well as PDF or protocols for methods and descriptions).
The data can be transmitted by the authors to the reviewers through the editorial office of the journal, subject to confidentiality.
If the authors refuse to provide additional data at the reasoned request of the reviewers or the editorial board, the editorial board reserves the right to suspend the review process or refuse publication, given the importance of the data for verifying scientific conclusions.
The editorial board reserves the right to request and verify the availability of data from the authors in case of well-founded complaints about the lack of transparency of the results after publication. In cases of violations of the principles of openness and transparency, the editorial board may initiate a process of investigation and revision of the publication.
After the review is completed and the article is accepted for publication, the authors are encouraged to publish additional data in publicly accessible repositories with open access in order to maintain transparency and facilitate the further use of data in scientific research. At the same time, all links to repositories and data in the article must be indicated.
The editorial board of the journal highly appreciates the contribution of the authors to the openness of science and supports efforts aimed at ensuring the reuse of data. This policy is designed to ensure compliance with high standards of scientific ethics, promoting transparency and reproducibility of research.
