Abstract
This article presents the features of the formation of the positioning strategy of event projects for children's target audiences. The impact of marketing mechanics on children themselves and decision makers is taken into account. The authors propose a method for developing positioning for scientific and cultural event projects that work with these audiences. The method takes into account the age and behavioral characteristics of consumers and includes: a model for identifying the needs of children and subjects influencing the formation of these needs, and an author's algorithm for analyzing services that helps identify the strengths of the company that should be taken into account in positioning. At each stage of the method, the authors offer methodological recommendations indicating specific marketing models and tools that need to be used to develop a positioning strategy.References:

Abstract
The research into the relationship between innovation activity and the development of intellectual capital is based on a two-element concept of intellectual capital. Intellectual capital includes two components: human capital and structural capital, which combines organizational and customer relationship capital. Innovation activity is also represented by two components reflecting innovation development and market capitalization. For measuring the components of intellectual capital and innovation activity, we propose to use sub-indexes, which are calculated as the average of normalized values of the original statistical indicators that determine the content of the sub-indexes. Statistical indicators that form the basis for calculating the global innovation index are used.References:

Abstract

Mobile applications are used to implement business processes of interaction with customers. The authors of the article raised the problem of inefficient, and in some cases incorrect, use of caching in mobile applications, and also indicated what difficulties users may face and what problems this may lead to application developers. The analysis of various caching strategies for mobile applications, such as lazy cache, synchronized cache, write-through cache and lru cache, is carried out. Their advantages and disadvantages are described, the bottlenecks of the caching strategies under consideration are identified. The results of the analysis are summarized in a table. For each of the caching strategies under consideration suitable places of use in the structure of the mobile application are identified and recommendations for their use are proposed. Based on these recommendations, a plan for caching integration was drawn up and an example of such integration was given on a test application with universal functionality. During the integration, the choice of the necessary caching strategy in each of the modules was reasoned and explained. In addition, measurements of the number of requests to the server for data before and after integration were carried out. As a result, the coefficients of the ratio of the number of requests for each of the strategies are obtained.References:

Abstract
The article analyzes innovative activity in the technological direction of liquefied natural gas transportation based on trends in patent activity. An analysis of the dynamics of patenting new developments in this area showed a high level ofinnovative activity both on the part of major market players and in relation to individual authors. The study noted bursts of patent activity in certain periods associated with the development of scientific and technological progress. The most active national markets in this area are China, Japan and South Korea, but the European patent market also has potential for scaling. An assessment of the patent portfolios of companies has identified the most significant players in the market for liquefied natural gas transportation technologies in terms of the value of technical solutions patented by these companies: Daewoo Shipbuilding and Marine Engineering, Chugoku Electric Power, Hyundai Heavy Industries, Mitsubishi Heavy Industries, Osaka Gas, Samsung Heavy Industries, Siemens. The authors give forecasts for the development of the considered technological niche in the corporate and regional context. The obtained results of the study can used in the formation of programs for the innovative development of organizations involved in the implementation of orders in the field of energy and transport.References:

The sustainable development of small businesses based on the demonstration of management efforts in the field of responsible management and attraction of additional financial resources is a priority for the regions.Assessment of compliance with environmental, social and corporate governance standards is carried out on the basis of the formation and disclosure of information and analytical data presented in accounting, reporting and open digital databases.The article deals with the current issues of introducing small businesses to the requirements of ESG-standards, involving stakeholders in the processes of environmental, social and corporate governance through the prism of indicators.General scientific methods (systematization, concretization, complex approach) and special methods (comparisons, groupings, dynamic analysis, coefficient analysis) were used.As a result, based on the analysis of trends in the development of small businesses in the regions, an assessment was made of the state and patterns of functioning of enterprises in the post-pandemic period.Separate recommendations have been developed on the disclosure and presentation of indicators of responsible management in small enterprises for the possibility of business participation in ESG projects.References:

This study aims to review and systematize the methods, tools and channels for mobile app promotion in the gamedev sphere. The entertainment industry is becoming increasingly digitalized and consumers are actively immersed in the world of mobile apps. The last few years have seen an incredible speed of change, both in terms of consumer behavior and promotional methods. The disappearance of the biggest traffic channels and changes in the legal environment over the last two years have encouraged companies to rethink their marketing strategies, promotion methods and channels used in order to maintain marketing effectiveness. The aim of the study is to deepen knowledge about the specifics of mobile application promotion methods in gamedev, reviewing current promotion tools and channels in the new reality. The specific aspects of the application of such promotion methods and tools as targeted advertising, contextual advertising, media advertising, ASO-optimization, app localization, as well as Influencer Marketing and SMM to the gamedev sphere have been described. Abstract
The article is aimed at a comprehensive study of project activities of universities with innovation infrastructure and the study of mechanisms to stimulate the initiation, development and commercialization of innovative projects. The peculiarities of development of universities with innovation infrastructure in conditions of transformation of science, education and business are considered. The results of the analysis of various units included in the innovation infrastructure of the university, such as project offices and technology transfer centers, whose activities are aimed at the development and commercialization of innovative projects are presented. The main patterns of activity of these units and their functionality are revealed. The model of functioning of service unit of university responsible for development of project innovative activity which uses industrial symbiosis concept when building cooperative ties between different organizations, developed by the author, is presented. Abstract
By 2030 it has been planning to support more than 30 thousand entrepreneurial and innovative projects of students and graduate students, this idea has become one of the government initiatives in the sphere of social and economic development of Russia. It is known that the pursuit of quantity can lead to a decrease in quality and the subsequent closure of innovative projects. However now there is no generally accepted methodology that allows preliminary assessment of the quality of innovative projects of universities. The presented study empirically illustrates the application of machine learning methods for assessing the quality of entrepreneurial innovation projects of universities and predicting their success. The study analyzed the main reasons for the closure of Russian startups, resulting in a list of criteria for evaluating the quality of university innovation projects. A survey of managers of innovative projects implemented in universities in St. Petersburg, Moscow and Vladivostok was conducted, on the basis of which a sample was formed for training the quality assessment model of entrepreneurial innovation projects. As a result of the study, a machine learning model was built and trained, and its accuracy was evaluated. Random Forest was chosen as the machine learning method; the reason for its choice was its high accuracy, resistance to outliers, and ability to process data with a large number of features and classes. The application of these results will simplify the process of assessing the quality of entrepreneurial innovation projects and allow predicting their success. Assessing the quality of entrepreneurial innovation projects at the early stages of their implementation will be beneficial not only for project managers, but also for business incubators at universities.References:

In addition, the architecture of the blockchain technology implementation system is displayed. Due to the fact that blockchain technology correlates with other electronic centralized systems, its distinctive features are listed. Based on these features, there is a change and simplification of business processes in organizations. However, this technology has both advantages and disadvantages which will disappear over time. There are certain requirements for the blockchain, the fulfillment of which will allow creating a working version of a decentralized system. This study is aimed at reviewing and systematizing the methods of brand strategy development based on the concept of foresight marketing in the senses. It is important for brands to follow modern trends, as well as the needs of customers in order to hold key positions in the market, increase the number of consumers, increase their brand loyalty, the level of trust, and gradually expand the geography of business. The purpose of the study is to deepen knowledge about the concept of foresight marketing and develop a brand strategy based on it. The paper considers several approaches to the concept of «foresight», its main methods are given. The approaches of thinking about the future are considered and a correlation between strategy and foresight is found. The key aspects of the use of foresight, as well as the key methods of foresight marketing are identified. The author proposes a unified method for developing a brand strategy based on the use of the concept of foresight marketing, which is relevant for modern brands, and can also be adapted to various conditions. Abstract
Currently weather derivatives have become especially relevant due to climate change and weather disasters. Inexperience and lack of practice can lead to such threats as economic security risks that affect all areas of enterprise. This article discusses the problem that weather derivatives, despite their ability to minimize risks, become themselves sources of other risks. There is a theoretical justification of this effect, defined as «risk focus shift». Study purpose is to confirm «derivative’s effect» and justify developed theoretical model using VAR method to assess emerging threats and consequences on enterprise's economic security – Weather-Security VAR. In particular, this model is focused on enterprises in the Far East region, which are currently the most affected by the climate change. The obtained results of study can be used for formation and development of derivative theoretical block. From a practical point of view, the presented model can be used by heads of companies and regional investment operators for assessing the likelihood of weather risks and consequences of threats to economic security.References:

Abstract
The border zones that have formed in the Russian-Chinese border area are considered. The socio-economic indicators of the border regions of Russia and the People's Republic of China are considered, and the influence of transboundary regional formation on the development of less developed regions of both countries is noted. The formed border zones on the border of Russia and China are identified, their joint activities are analyzed, as well as attracting investments for further development. As a result of the study, the history of border relations between Russia and China was reviewed, tourism policy in cross-border regions and its priority areas were considered, a comparative evaluation of the socio-economic development of the Russian-Chinese border was made, cross-border regions formed on the border of Russia and China were identified. The article presents the features of the approach to the promotion of gaming products of various types, the definition of the type of consumers according to preferences in the gaming product, the approach to determining the marketing of the involvement of the gaming product. The method includes the stages of analytics and the formation of a promotion strategy, the choice of strategic alternatives, an assessment of the specifics of the game product and the characteristics of the target audience when choosing a strategy, recommendations on the choice of engagement marketing tools. Abstract
The paper considers the main prerequisites for the development and growth of the liquefied natural gas (LNG) market. The rates of energy transfer and the role of natural gas in the global energy balance are estimated. The international practice of LNG cargo trade has been considered, the market capacity has been analyzed, and the most promising sales directions have been identified. In the course of the study, the main approaches to quantifying the carbon footprint were compared, the life cycle of LNG was considered, and a conclusion was made about the need to create a unified integrated accounting methodology to ensure the most complete and transparent system for disclosing information about LNG cargoes.References:

Abstract
The article is devoted to the evaluation of the activities of universities for the development of student entrepreneurship. The relevance of the study is due to the growing interest in the phenomenon of student entrepreneurship, while there is no single approach to identifying what can be attributed to the university's activities to develop entrepreneurial competencies among students and support student startups, as a result of which there are no uniform methodological and methodological bases for its assessment. As a result, there is also no unified methodological basis for its assessment. During the study, international and Russian rankings evaluating the activities of universities for the development of student entrepreneurship were considered and analyzed. The author's method of evaluating the activities of universities that contribute to the creation and development of student startups is proposed, on the basis of which a ranked list of Russian national research universities on entrepreneurship is formed. Abstract
Economically developed countries develop pilot projects aimed at developing entrepreneurship and improving labor productivity through the use of modern technologies. In this regard, the state's policy focus on addressing the issue of labor productivity growth and bridging the technological gap between the country and advanced economies has brought attention to the need for discovering new avenues and resources to enhance labor productivity in Russia. The goal of this work is to identify the dependencies between the development of digital technologies and the labor productivity of medium-sized enterprises in Russia and its regions. The study confirmed the following hypotheses: there is a correlation between the share of companies using the Internet and labor productivity of medium-sized enterprises in Russia. ICT costs in Russia have a rather strong impact on the labor productivity of medium-sized enterprises. The study results can be used to identify those digital technologies indicators that have the greatest impact on labor productivity growth of medium-sized enterprises, which can be used to improve regional aspects of innovative development of the country's economy.References:

Abstract
The emergence of software solutions capable of accumulating and processing information extracted from the case histories of patients with rare diseases helps to increase the level of physicians' awareness, helps to avoid clinical errors and optimize the organization of the patient treatment process. The present study is devoted to the development of information support for clinical solutions in the diagnosis of rare diseases on the example of benign neck tumors localized in the carotid artery (carotid chemodectomas). The composition of the components is substantiated and the requirements for the information support system for diagnosing rare diseases are determined, the database of the system is designed, a version of the library for working with radiological images of a neck tumor and a dataset is developed and published, representing tools for analyzing user data about patients and classification. A data set of patients with carotid tumor and similar diseases has been formed and integrated into the library (it can be updated by adding information about new patients). Implemented such radiological image processing operations as applying standard transformations (Hounsfield Scale, Erosion, Dilation) and rescaling. The resulting software library can be used by IT researchers in the field of working with medical data, in particular, to borrow and independently refine methods for extracting medical information and recognizing radiological images of a neck tumor.References:

Abstract
Considering the current needs and demands of consumers, one of the effective methods of brand development is the concept of open marketing. This article discusses a new approach to understanding the brand, its formation and development. The basic principles of open marketing are considered and recommendations for establishing brand trust with stakeholders are given. After careful study of the theoretical basis, a method of forming an open brand has been developed. The paper describes in detail each stage that must be passed to form a strong open brand, as well as to evaluate the effectiveness of the work carried out.References:

Abstract
The development of the social sphere is one of the significant goals in the life of the Russian welfare state. One of the most difficult and unresolved issues in the social sphere is the issue of evaluating service providers. The article discusses and compares several process models, as well as their versions, which are currently being implemented in Russian practice. The accumulated experience of methodological assessments of the activities of NPOs in the social sphere needs analysis and generalization, which determines the purpose of the study – the justification and testing of a methodological approach to assessing the activities of NGOs as providers of social services. The goal determines the choice of research methods. Firstly, it is a secondary analysis of Russian and foreign scientific and practical developments, sources in the description of the degree of development of the problem given in this section in the context of materials. Secondly, these are methods of modeling, designing and empirical testing of a methodological approach to evaluating the activities of social-oriented NPOs as providers of social services - piloting as a model of the "OKNO" system in the period 2019-2022 in the implementation of such projects as: "NPO - provider of quality social services", "NPO Production Center", "Accelerator of projects improvement "TELESCOPE", "Authorized for quality". Based on the results of the piloting we can draw conclusions about the effectiveness of using the "OKNO" System and the positive impact on the sustainability of organizations through increasing the maturity of their business processes, which is directly related to improving the effectiveness of activities, reducing the cost of services. The digital solution for calculating customer satisfaction is just beginning to be applied. The use of these techniques has become possible thanks to the creation of their digital counterparts, but there is a need to improve them with the use of artificial intelligence technologies.References:

Abstract
Despite the difference in the goals of businesses (profit maximization and cost minimization) and universities (training highly qualified personnel and achieving high results in educational, scientific and innovative activities), these organizations are interdependent, and achieving high efficiency of their activities is impossible without their cooperation. To date, there are many barriers to effective interaction between business and universities. In addition, the lack of a comprehensive approach to promote the integration of scientific and educational institutions and business is an urgent problem in the Russian Federation. The article presents the results of questionnaire survey of top and middle managers of organizations in various spheres of activity to identify their demand for engineering personnel, to assess the quality of engineering education, as well as their interest in cooperation with universities and implementation of joint projects. The organizations' demand for engineering graduates up to 2033 has been identified. The competencies, which, in the opinion of business representatives, are lacking in engineering graduates, are formulated. The barriers that hinder effective cooperation between universities and business, as well as the factors that contribute to the leveling of problems of integration of higher education institutions with industrial partners are considered.References:

The article discusses the implementation of digital transformation as an integral part of the logistics industry, the purpose of which is to organize the use of digital technologies in all areas of trade and economic relations. The use of digital technologies is considered on the example of their implementation in the functioning of international road checkpoints in order to ensure acceleration of their passage by road transport, as well as traceability of further movement of vehicles and cargo. The factors influencing the throughput of international road checkpoints during customs operations are systematized. Abstract
The development of student sports is an important socially significant state task. In the current conditions, in the absence of direct return on investment in student sports, the preparation of a sports reserve on a state assignment can become the economic basis for the development of sports at universities. The first sports reserve training programs in Russian universities were opened in 2023. The purpose of the study was to assess the economic efficiency of training a sports reserve under an additional sports training program using the example of a university subordinate to the Ministry of Sports of the Russian Federation, in the interests of further directions for the development of student sports and its state support. A generalization of the preliminary results of training the sports reserve for additional educational programs of sports training was carried out. Data on basic cost standards established by the Ministry of Sports and the Committee on Economic Policy and Strategic Planning of St. Petersburg were used. The accepted standards of basic unit direct costs encourage the university to form sports training groups that match the number of students with the maximum allowed group size. Integration of educational activities and sports training makes it possible to reduce the cost of wages for coaches involved in sports training programs. The integration of educational activities and sports training also allows us to solve the problem of reducing the workload of coaches per one salary due to the harmonization of legislation in the field of physical culture and sports and education.References:

Abstract
Despite the fact that in technology-oriented projects of Russian universities with enterprises the interaction in the format «executor-customer» traditionally prevails, in recent years the form of partnership, in which the university acts not only as an R&D performer, but also as an investor, has become more and more widespread. This article proposes a game-theoretic model of IP rights management in cooperation projects, including the formulation of possible strategies of the university and the enterprise, the classification of outcomes of interaction between the enterprise and the university within the framework of cooperation projects, the systematization of elements of payments of the university and the enterprise for each of the outcomes of interaction, allowing to model the outcomes under given conditions of interaction and selected strategies. On the model example of application of the game-theoretic model it is shown that under certain conditions the scheme of partnership between the university and the enterprise considering the previous IP of the university, as well as the division of income from the use of rights to RIAs created within the framework of R&D, is a Nash equilibrium perfect on the subgraphs. The development of the proposed approach is possible, in particular, in research on the collection and analysis of statistical data, as well as on the identification of optimal intervals of the ratios of payments of the university and the enterprise to justify the negotiating positions of the parties involved in the cooperation project.References:

The article proposes and justifies an algorithm for dividing a project into batches, which allows you to choose the optimal path for its implementation, without resorting to detailed planning of the entire scope of work, based on local data on the state of the project and the nearest milestone. Categories of projects for which the viability of a flexible approach to planning can be justified when the focus of project management is aimed at short-term goals are identified. For this purpose, a classification of projects into composite and indivisible, as well as into projects with and without memory is proposed. An example of the work of the developed algorithm for dividing a project into batches is considered, on the basis of which it is concluded that the algorithm complies with the best industry practices. The ability to correctly select the necessary neural networks and their parameters becomes an important competitive advantage for companies operating in the stock market.
