Abstract
The relationship between the standard of living and the level of crime has been repeatedly studied in different countries at different stages of their development. In the article, two countries are chosen as the object of study, in which in recent decades there has been an increase in the standard of living of the population – Russia and China. For these countries, the most characteristic and unified indicators were selected as dependent and independent variables, data for the last 30 years were collected and analyzed. The study examined the dynamics of all selected indicators over a long period. The study established a connection between the crime rate (the number of victims of intentional homicides per 100,000 population) and the standard of living (HDI and its components) in both countries. For each country, regression models were built that reflect the quantitative characteristics of these dependencies. Additionally, the connection between the crime level in the Russian Federation and the differentiation of the population by income level has been studied.References:

Modern leadership of economies is ensured by the trend of innovative development. Innovation-oriented economic growth is the number one issue for developed countries. The new stage of Russia's technological development, achievement of technological sovereignty requires new actions. An important condition for the implementation of innovation activity is the innovation environment. Effective development of innovation environment favors innovative development. This article analyzes the external conditions and internal environment defined as the innovation environment. The article analyzes the current state of Russia's innovation environment on the basis of international innovation indices and ratings affecting various aspects of countries, participants, statistical surveys of innovation processes in the Russian economy. The peculiarities of Russia's innovative development in the scientific and production, institutional environment, the totality of resources, the characteristics of internal capabilities have been revealed. It is established that the positions of intellectual, material and infrastructural factors, the degree of impact of the results of innovation activity on the economy and society are low. Indicators demonstrate insufficient efficiency of resource utilization, the results of scientific and technological innovation activity. The efficiency of innovation activity of economies depends on the state scientific, technological and innovation policy that provides incentive priority development of various industries, institutional conditions that ensure technological leadership, research and development work for enterprises that create innovative products. The study also explores the consumer behavior of players in the context of microtransactions and provides relevant information on the influence of microtransactions on the growing popularity of free-to-play monetization model. Being one of the most promising industries, mobile gamification is becoming more and more dynamic over time, leveraging innovative marketing strategies for its promotion. The opportunity to earn money in a fast-growing market motivates developers to move away from simple monetization models. Today, the most popular is the free-to-play model, which provides the game for free and leaves the choice to the user for in-game purchases. Despite the risks associated with this model, it frequently becomes the most profitable for businesses. The article describes approaches to the definition of microtransactions, explores the monetization models in which microtransactions are used most often. It also classified microtransactions based on average check and segmented users based on the size of monthly spending. The research is devoted to the analysis of the competencies of employees of the forestry industry necessary for successful digital business transformation. The relevance of the topic lies in the fact that within the framework of sanctions restrictions, the need for companies to increase competitiveness is increasing, which can be facilitated by digital transformation (DT). In turn, a certain level of digital competencies is required for a successful DT, and the Russian forestry industry is experiencing a shortage of qualified personnel. As part of the work, the main digital competencies of industry employees are considered and a matrix of digital competencies of forest industry personnel is compiled. Special attention is paid to the competence profile of a DT specialist. In the course of the study, the authors determined the necessary level of digital skills of management and production personnel. The article confirms the hypothesis that management personnel have higher requirements for digital competencies than working personnel, however, for some competencies, workers have a higher level of requirements, and other competencies are equally important for both groups. The result of the work was the conclusion that for any category of personnel in modern conditions, the competence «Interaction using information and communication technologies and knowledge of digital etiquette» is needed. According to the assessment results, management personnel need a level of digital competencies that is 47,52% higher than workers. The results obtained can be used in the formation of recommendations for the digital transformation of enterprises in the forest industry.References:

TThe purpose of the study is to develop a methodological approach to comparative assessment of the resource potential of the cloud infocommunication services sphere in Russian regions in order to determine the state and development prospects of regional resources. The approach is based on the construction of integral indices of human and infrastructure resources of the regions. The choice of statistical indicators included in the named indices was substantiated. The assessments of the level of development of the resource potential of the cloud infocommunication services sphere in Russian regions were constructed based on the current Rosstat data for 2022 and 2023. The regions were grouped by analogy with the groupings of the BCG matrix and the Gartner quadrant. Each region is assessed by two indices: «human resources» and «infrastructure resources». Four groups of regions were defined, corresponding to the four quadrants: with high scores for both indices; with high scores only for the infrastructure resources indicator; with high scores only for the human resources indicator; with low scores for both indicators. The prospects for the development of regional resources were determined, taking into account the identified specificity of regional resources and the share of costs for the implementation and use of digital technologies in the gross regional product. Chain of events 2019–2022 (COVID-19, sanctions, rising inflation, import substitution policy and economic situation in the market) have had a significant impact on consumer behavior. Many consumers have started to shop online more often than offline stores. Consumer preferences and active adoption of digital technologies by market leaders set the vector of overall digitalization and require companies in the industry to adapt in three areas: customer service, business processes and business models. In order to develop a personalized digital transformation strategy that takes into account a company's strengths and weaknesses, it is necessary to assess the level of digital maturity. The study analyzed the most well-known methodologies for assessing digital transformation, which revealed a number of shortcomings, such as the lack of assessment of investment potential and the current level of implementation of digital tools, as well as insufficient attention to the security of digital infrastructure. The authors have developed a new system for assessing the level of digital transformation. The proposed criteria can be interpreted to make further strategic, managerial decisions regarding the implementation of digital technologies at the enterprises of the industry. The article aims to examine the current state of the digital economy in Saudi Arabia, the largest country in the Gulf region. The examination of the Kingdom's digital economy involved assessing its level based on various global digital indicators, which been picked and determined in accordance with the digital economy policy principles of the Kingdom. The position of Saudi Arabia and its ranking compared to other countries, particularly the G20 nations, was studied. The national strategy aimed at enhancing economic digitalization was analyzed, along with the contribution of the digital economy to the national economy. A weighted SWOT analysis was carried out, which made it possible to determine the level of the current state of the digital economy of Saudi Arabia, as well as to determine its strengths and weaknesses, opportunities and threats. As a result of the study, the authors identified the need for extensive initiatives to improve digital literacy and promote collaboration between education and the private sector, as well as targeted technical education programs, development of the local electronics industry and the development of crisis management schemes. The article analyzes the key optimization and planning methods used for transport logistics. An algorithm using graph models for the formation of optimal transportation routes, taking into account the main logistical factors, is considered. In contrast to the classical routing problem for transport logistics, the authors use multifactorial assessment and adaptive heuristics in the presented work. The heuristics proposed by the authors takes into account not only the distance, but also important logistic parameters, such as fuel costs and the time of passage of the route section. The applied multifactorial assessment allows us to build a refined graph model and obtain optimal routes that take into account many factors, which increases efficiency, reduces costs and delivery time. The problem of multi-criteria route optimization solved by the authors has practical application for routing the delivery of goods from large marketplaces to pick-up points taking into account many factors. To solve the problem, the authors present a multi-factor route optimization method A* with adaptive heuristics. For instrumental support of logistics systems in the object-oriented programming language C#, an algorithm is implemented in the form of a library. The intensive development of digital technologies, their active implementation in the field of transport and logistics necessitates the study of their impact on the transport system, in particular on the level of its intellectualization. In this regard, the paper analyzes various technologies of Industry 4.0, identifies possible ways of their application to solve problems in the context of the functioning of intelligent transport systems and their elements. In the digital economy, human resources are key resources that ensure the competitiveness of the company, so most companies are increasingly thinking about improving the recruitment process. The paper considers the application of business analytics solutions for making managerial decisions of companies in matters of employee recruitment. It is noted in the article that at present BI-solutions can be referred to the best solutions for recruitment analytics among the IT solutions in the field of analytics available on the market today. The article presents a description of problems and prospects of using BI-technologies for recruitment analytics in companies. The influence of automation of recruitment analytics on the basis of BI-solutions on indicators of recruitment process and competitiveness of applications with vacancies of the company is described. Functional requirements to BI-solution of recruitment analytics of the company are considered. The article presents technological stages and practical recommendations for the development of BI-solution for recruitment analytics, including the construction of the solution data model and interactive report. The results of the study showed that the automation of recruitment analytics based on BI-solution Yandex Data Lens allowed to reduce the cost of recruitment analytics, increase the speed and frequency of analytics, which had an impact on the competitiveness of applications with vacancies, increased the speed and accuracy of managerial decision-making in matters of recruitment. Abstract
The article introduces a method of vector representation for a discipline and curriculum, constructed through a graph of key skills acquired by students during the learning process. Additionally, metrics are introduced for assessing the curriculum, which can be computed based on such vector representation: connectivity, novelty, and diversity. For each metric, a range of values is provided along with proposed techniques for influencing these values. The combined application of these three metrics enables the evaluation of the current quality of the educational program.References:

The article discusses the use of automation tools in BIM general data environments – models of capital construction objects. The influence of automation tools – bat files – on the processes of updating data in complex models, in particular bat scripts on the processes of design organizations carrying out BIM modeling, is described. The issues of automating the processes of updating complex model data are considered: «data conversion processes» and «assembling summary models». Process modeling was carried out using the process approach in BPMN notation. The processes are described in the context of TO BE and AS IS. The problems formulated in the TO BE process formed the basis for the development of proposals for the sequence of creating a bat script to automate the routine tasks of BIM managers. Process optimization made it possible to significantly reduce time costs. Calculation of the temporary effect made it possible to substantiate the dependence of the speed of data updating in summary models on the introduction of bat files into their implementation, which confirmed the hypothesis. Modeling processes in BPMN notation and developing an ODS automation tool made it possible to formulate a proposal for their further development and complete automation of update processes.References:

Abstract
The article explores the potential of using generative artificial intelligence systems to create legal texts and support legal activities. An experimental study was conducted using ChatGPT and YandexGPT systems. New quality metrics for evaluating the generated legal texts are introduced, which significantly differ from traditional text assessment methods. The focus is on the substantive aspects of legal documents and their suitability for practical application. The research results indicate that current AI systems can generate texts that may be useful in legal practice, though they require further refinement.References:

Abstract
With the rapid development of technologies and growing demands on software development, traditional project management methodologies are increasingly giving way to agile and hybrid approaches. The article analyzes modern methods of IT project management and their impact on successful project implementation based on project characteristics, key requirements and team features. The strengths and weaknesses of traditional, agile and hybrid methodologies and project types are considered. Much attention is paid to methodology limitations and their compensation by combining different methods and approaches. The study is relevant due to the widening gap between the ever-increasing requirements for software development and the limited resources and capabilities of development teams. In many situations, the reasons for this discrepancy are not the lack of professional skills of programmers or their low qualifications, but the insufficiently effective organization of work processes within teams. The paper analyses the factors influencing the choice of methodology and in recommendations for their optimal use for various types of projects.References:

The article considers the task of improving the explainability of agent behavior in clinical decision support systems using multi-agent reinforcement learning, taking into account the behavioral characteristics of individual agents. Special attention is paid to the application of the proximal policy optimization (PPO) algorithm, which is used to simulate the interaction of artificial and natural intelligence agents. In addition, the importance of taking into account the behavioral characteristics of patients is considered, which is achieved through the use of the developed framework «beliefs-desires-intentions» (BDI). The framework allows you to model patient behavior more accurately, taking into account their individual preferences and needs, which contributes to improving the quality of medical care. To increase the explainability of agent behavior and ensure transparency of decisions, the use of a large language model (LLM) is proposed. To assess the quality of the framework as a means of ensuring the requirements of XAI (explicable artificial intelligence), a set of criteria has been developed and its representativeness has been demonstrated. The assessment was carried out by comparing the explanations generated by four popular language models for seven gameplay launches with different initial data. The proposed approach to ensuring explainability in multi-agent simulations opens up opportunities for further development and implementation of such systems in clinical practice.References:

Abstract
The paper analyzes the practices of release planning and task allocation in agile project management using multi-criteria optimization methods and genetic algorithms. A combined method that solves the problem of selecting requirements for release (Next Release Problem) based on NSGA-II algorithm and optimization of task scheduling considering resource constraints and sequence of stages (Resource Constrained Project Scheduling Problem) is developed. The peculiarities of using DEAP library in Python to implement evolutionary computations are described, as well as the use of NumPy library to accelerate vector operations and Matplotlib to visualize the results. The architecture of the software solution is presented, including modular code organization and integration of custom heuristics for building optimal schedules. The description of utility, risk and penalty functions for dependency violations and resource constraints is given, as well as the application of crossover and mutation methods for dictionary structures of schedules. Iterative optimization linking the stages of epics selection and schedule construction to reach a stable optimum is shown. Experimental validation confirmed the effectiveness of the proposed approach as it achieves utility maximization of the set of epics, minimization of penalties and idle time of employees in constructing optimal schedules. The developed system is applicable for complex release scheduling in Agile teams and forms the basis for further research in agile project management and resource optimization.References:
